Adan Wehliye Keynan is the Alda’s Member of Parliament (MP). Keynan is among the long-serving politicians in North Eastern Kenya. Born in 1968 in Wajir County, Keynan joined active politics in 1997.

He has served as MP from 1997 to date.He is among vocal politicians from North Eastern region and a close ally of Deputy President William Ruto. He is the longest-serving MP of the 13th Parliament of Kenya

Politics

He was first elected into parliament in 1997, as an MP for the then Wajir West parliamentary seat. He has held a seat on the Parliamentary Service Commission (PSC) for three parliamentary terms, serving as its Vice Chairman between 2011 and 2012.

He was Chairman of the Defence and Foreign Relations Committee during the Tenth Parliament.

In the Eleventh Parliament he chaired the Public Investment Committee where he also investigated and audited state expenditure including at the defunct Kenya Petroleum Refineries Limited.

He has also been a member of the House Business Committee of the Kenyan Parliament, and served in the Finance and Planning and Trade Committee and the Administration, National Security and Local Government Committees between 1998 and 2002

Lack of Ownership and Valuation Documents

the financial statements reflects summary of fixed assets register with an amount of Kshs.3O,136,450 as at 30 June, 2023. The amount includes Kshs.27,500,000
for buildings and structures constructed on the land owned by the Fund. However, the
tittle deed or allotment letter as provisional ownership document and valuation report were
not provided for audit.

ln the circumstances, the accuracy, completeness, ownership and valuation of the fixed
assets balance of Kshs.30,136,450 could not be confirmed.

Delay in Implementation of Projects
During the year under review, Kshs.93,589,670 was allocated for the implementation of
forty-nine (49) projects. Physical inspection carried out on 9 March,2024, revealed that
thirty (30) projects with allocated amount of Kshs.51,990,000 were not implemented.
lncluded in the amount is Kshs.11,200,000 for the construction of Senior Chief Unshur
Secondary School which was not implemented due to lack of land for the construction but
the funds were reallocated to four (4) other projects.

ln the circumstances, value for money was not obtained and residents were denied the
envisioned services.
