Status of the Project: Complete (based on payment disbursed); however, procurement method non-compliant with Public Procurement and Asset Disposal Act (PPADA), 2015 |
The project involved upgrading the JNC B2 Lake Front Access Road (Phases 1 and 2) to pavement standards in Homa Bay County. Though ten and nine bids were received respectively, the works were awarded through restricted tendering, a method intended for urgent or specialized works. The audit revealed that the road construction was neither complex nor time-sensitive, and there was no evidence to justify restricted tendering. Thus, despite project completion and full payment, the procurement process violated the PPADA 2015, calling into question its legality and transparency. |
